Jharkhand lauded for implementation of MGNREGA scheme -Jaideep Deogharia

RANCHI: Jharkhand government has bagged appreciation from the union ministry of rural development (MoRD) for its effective implementation of MGNREGA schemes. The centre has allowed 50 more blocks-- highest in the country-- to be included in CFT project (Convergence of MGNREGS, National Rural Livelihood Mission (NRLM) and Cluster Facilitation Team (CFT)). Centre directed other states to take lesson from Jharkhand model and implement some of the best practices in their respective states.

Joint Secretary, MoRD, government of India Aparajita Sarangi, who was here to conduct three day review of 10 states said that the scheme was rolled out in 10 states of the country and Jharkhand performed best among them, Chhatisgarh and Rajasthan being next two in the merit list. "It was started in 2014 to enhance rural livelihoods through MGNREGA in India's 250 backward blocks out of which 76 blocks were picked up in Jharkhand. We are now going to allow 50 more blocks to be included under the project," she said. Each block must have three CFTs and Centre grants Rs. 28 lakh annually for each of the CFT.

The three day event in Jharkhand included visit of a 70 member team along with officials from centre under aegis of rural development department, government of Jharkhand to villages in three blocks and study the impact of CFT project. Principal secretary, rural development government of Jharkhand and NREGA commissioner, Jharkhand Siddhartha Tripathy accompanied the officials from ten states which included Bihar, Chhatishgarh, Maharashtra, Telengana, Andhra Pradesh, West Bengal, Rajasthan, Odisha and Madhya Pradesh. The team went to three blocks Raidih and Basia under Gumla district and Torpa under Khunti district. Sarangi said that in all three villages, villagers were aware of the Dobha making scheme of government and many of them have also taken up plantation of mango trees. " Identification of beneficiaries have been completed for mango plantation and on the other hand government not only has robust mechanism to monitor progress of dobha construction but has got exact idea about the number of dobha and percentage of work pending on them," she said asking other state to improve on the part of monitoring.

The union secretary gave a piece of her mind to Bihar and MP for not being able to show work at the ground level during their state wise presentation held on Wednesday. Giving three day deadline to Bihar to give their annual plan for the 25 blocks that were included under the CFT project, Sarangi said that in case of failure Centre would stop funding the project. Strict instructions were also given to Madhya Pradesh. "We are planning to realize Rs.2 crore that were given to MP but the state has shown no progress on ground level," she said setting aside the claim for including more CFT blocks. Smilar requests by Telengana and Andhra Pradesh were also rejected. " Andhra Pradesh and Telengana should go ahead with their seven and five blocks respectively and show results so that funding can be continued," she said asking both the states to take lesson from practices of Jharkhand.

The Centre despite praising Jharkhand directed the officials to improve on job card updation, work on the pending 3.61 lakh pending work opened under NREGA in the previous years and improve wage payment gap. "Though 18% wage delay is not much but given the performance in other sectors we expect Jharkhand to do even better on this front," she said.
