16 districts open-defecation free, 661 more to go -Dipak K Dash

New Delhi: Only 16 districts in India have so far become open defecation free (ODF) - an indication of the formidable challenge ahead in achieving complete sanitation across 677 districts in the next three-and-half years. Government officials admit the deadline of October, 2019, is a tough one, though they have set year-wise goals.

In the first phase, 163 districts have been identified and during the next financial year, the plan is to cover 200 districts. "Intensive support is being provided to the 163 districts to become ODF through behaviour change. Greater priority is being given to make all the 52 districts along the Ganga in five states ODF this year," said an official of the drinking water and sanitation ministry.

Meanwhile, for regular monitoring, the ministry holds video conferences with states and districts every Saturday, which is known as "ODF Saturday". "It is a weekly video conference that is held by the secretary with 40 collectors from champion districts to take stock of the progress, share best practices and resolve issues, to make them ODF in phase-1," said the official.

Sanitation secretary Parameshwaran Iyer said that though the Swachh Bharat Mission is about compelete sanitation, the biggest component is ODF. He added that the government is now going to rank villages on different sanitation parameters and a village cleanliness index is being developed.

Similarly, in urban areas at least 2,650 wards (58 cities) have achieved the open-defecation free status and projects to generate 275 mega watt power and 15.5 lakh tonnes compost from waste are under construction. The plan is to make 739 cities ODF during the current financial year and to cover all the 4,041 statutory towns by March 2018.
