Mobile clinics conduct sex test on fetuses -Seethalakshmi S

BANGALORE: The pre-natal sex-determination racket has gone mobile in Karnataka. A three-member team from the National Inspection and Monitoring Committee was in for a shock last week after it caught a radiologist red-handed with his mobile ultrasound machine at a bus-stop in Doddaballapur, 43km from Bangalore.

The modus operandi was simple: The radiologist would come twice a week to the bus-stop where his agents would turn up with prospective clients -- pregnant women keen on knowing the sex of their babies so that they could abort them if they were girls.

The committee, which was in Bangalore as part of nationwide raids on ultrasound clinics and hospitals, found grave irregularities in the implementation of the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition Of Sex Selection) Act in the state.

"We found unauthorized persons doing ultrasonography on pregnant women. In some clinics in Shantinagar, Ulsoor and Jayanagar, no records were maintained on the number of ultrasound tests done which is complete violation of the law," a committee member told TOI.

The committee, accompanied by state health department officials, seized nine ultrasound machines and sealed seven clinics in Bangalore Urban and Rural districts.

"We issued show-cause notices to them and cases will be filed soon. The disturbing trend is the misuse of mobile machines," said Dr Rahat-e-jan-Shaikh, deputy director, PNDT(PC) Act.

What the law says

The Act prohibits sex selection, before or after conception and regulates the use of pre-natal diagnostic techniques, like ultrasound and amniocentesis. It allows for detection of only genetic abnormalities, metabolic disorders, chromosomal abnormalities, certain congenital malformations and sex-linked disorders.

* No laboratory or centre or clinic will conduct any test, including ultrasonography for the purpose of determining the sex of the fetus

* No person, including the one conducting the procedure as per the law, will communicate the sex of the fetus to the pregnant woman or her relatives
