State lags in welfare show -Sumi Sukanya

New Delhi: Bihar and Jharkhand are the most laggard among states when it comes to implementing midday meals in schools, child services and other social initiatives, reveals a recent study.

In all, the study by IIT-Delhi identified Bihar and Jharkhand as the worst performers for five social welfare programmes which also include the public distribution system, the National Rural Employment Guarantee Act and social security pensions.

The study, which covered 10 states, also labelled Uttar Pradesh and Madhya Pradesh as poor performers while assigning the highest scores to Himachal Pradesh and Tamil Nadu in all five schemes.

"The welfare schemes in Bihar and Jharkhand appear marred by corruption... If I have to pin down one reason, I will blame it on lack of political will," said Ritika Khera, a development economist at IIT-New Delhi, who led the study co-authored by economist Jean Dreze, one of the architects of the MGNREGA.

The study found that while the average days of MGNREGA work per household was four in Jharkhand, it was slightly better at 10 in Bihar. Tamil Nadu with 57 days was classified as the leader in effective implementation of the programme that promises 100 days of employment to below the poverty line (BPL) families in rural households.

The study, supported by the Indian Council for Social Science Research, also found similar patterns in public distribution services. The average foodgrain purchase by BPL households was 68 per cent in Bihar and 78 per cent in Jharkhand, but 100 per cent in Himachal Pradesh.

The average pension earned was Rs 184 in Jharkhand and Rs 195 in Bihar against Rs 320 in Tamil Nadu. Pre-school activities under Integrated Child Development Services (ICDS) were scanty compared to what Tamil Nadu, Himachal Pradesh, and even Chhattisgarh offered.

"Jharkhand, it seems, is not improving at all as sequential studies show," said Khera, "but Bihar is different from Jharkhand. There has been a steady decrease in PDS leaks in Bihar. In line with national sample survey data, which showed leakages of less than 20 per cent in 2011-12, a study in December 2014 in four districts gave similar results."

The study had picked two districts in each of the 10 states for scrutiny of social welfare schemes. The districts surveyed included Katihar and Muzaffarpur in Bihar and Dumka and Latehar in Jharkhand.

States such as Tamil Nadu and Himachal Pradesh have a good record of efficient and equitable public services across the board. Others, such as Jharkhand and Bihar, are incorrigible offenders, the report said.
